Loaning to unloaded leagues and scouting issues

Just had a couple of questions to ask to see if anyone had anything that might be able to help me with my saves.

I was wondering if anyone knew if players develop and progress well when loaned out to teams in leagues that aren't loaded. I have had issues with loaning players out in my saves and sometimes only get offers from teams in leagues I don't have loaded and I am unsure whether it is worth loaning my players to those teams. 

I've also been having issues with scouting in some of my saves, were there are players I asked to be scouted some time ago that keep getting scouted even after I've had the full report back and even when I've cancelled the assignment they keep turning back up in my scouting inbox as a player that had recently started being scouted. I'm not 100% sure how to fix this and would really like to know how to if possible.

Scouting -> Shortlist -> untick Keep scout reports up to date
