Mature regens?

Have you ever experienced this?
I came across this guy when I was scouting for a CB for my Southampton side. He's quite good, so I was wondering how it was, that I'd never heard of him. Well, it turns out that he's a regen, spawned by the game at the age of 23. He's a current international for Brazil. I've never come across something like this before.

This happens when you add leagues mid way through a save. Since the original players wouldn't have been loaded when you first started the save, the game populates the newly added league with these newgens.

or he was generated on a team that got promoted from a non active league to an active one.
