I have a question about work permit. 

I want to buy a young talent for my under 18s, but he can't get a work permit (England). My question is, can he play games for my under 18s without a work permit?

No. As far as I know, foreign players without settled status can't play any matches in England without a work permit.

You'd have to loan him out to another club - maybe one of your affiliate clubs - and hope he plays enough games to qualify for a work permit later. If you can't, then you should probably look for someone else.

At any rate, if you're trying to sign a young foreign player for an English club, they cannot join your team until their 18th birthday (or the next transfer window after they turn 18).

Can't, you also probably can't get him until he's 18. Then you need to get them a 6 month loan to a major league, Spain France etc. Or a minor league the major league season to get the work permit.
