Reserve league, B team or loaning players over 18?

To develop players is it better to loan to smaller teams or put them in the reserve team? (in the case of liverpool, it would be Premier League 2 U23).

We know that from the age of 18, players develop better with playing time. So the higher the reputation of the league, the greater the chance of development. Premier League 2 U23's league reputation is 34 points while League Two has 84 points. Thus, it seems better to loan players over 18 to English 4th division clubs than to keep them in the reserve team.

In Spain there are B teams that play in the Spanish second division, where the reputation is 118 points, being much more advantageous than Premier League 2 U23

Do you prefer to loan players over 18 to smaller teams or put them on the U23 team? What works for you? Is there any advantage in keeping the U23 team?

When they are over 18 and hopefully have gained HG status, I will loan them out to a team, preferably in one league below and where they are going to get regular games- so no squad player or backup loan options.  If the under 23s league is of good quality then that would be an option but of course it will depend on where you are playing.

You don't usually have reserve team assembled then?

As soon as they turn 18 they go out to the highest rated team offering them first team starter status on loan. 

Any other option completely stunts their growth.

I have a B team but they do not play in a league so the squad is kept pretty small
