Im a prem league team, can I set up an affiliate with a team in a good euro league?

I tried the affiliate option but could only get a foreign team in the USA for merchandising.

I want a club in a good european league where I can send my young players to develop

You can, you will usually get more options from the board about the type of club as you get more established as manager. With the option even to select the club at a certain stage.

Personally I like to try and get a good set-up where I can work out the rough level of ability for my U18 squad, U23 squad and affiliate teams. Effectively so that there can be a sort of graded progression through which they can go. It doesn't always work, but getting players game time at the right level helps enormously in development.
