How do i make these paper and how do they work

Hey Guys. It there anyone who can explain to me how these are made and how they work

I have an example attached from the scoreboard (i am aware they are  to be called paper)
Pict 1 is the original and team color shows in the blue field
pic 2 is me not understanding how it works as the blue line does nothing

all i know (it seems) is that they are transparent on the no color edges

is there no one who can direct me to a place  of info ?
hard to believe no one knows anything about these graphics and how they are made...

 

Do they have a speciel name or something i can look up for more info ?

Try and look here, maybe there is something you can use down in the graphics part
