[Suggestion] Board to explain why they won't build a new stadium

As I understand it, boards will always refuse to build a new stadium if your existing one is less than 25 years old. However, the game does not tell you this. If the board is actually refusing for that reason, it should say “After consideration, the board have rejected your request. The reason is that our existing stadium is only x years old, so we do not want to build a new one.”

This would at least provide some legibility to the situation, so you are not clicking the button fruitlessly for years on end and being denied for no obvious reason.

And if they wont build a new stadium give us the back up option of a new stand to at least partially increase capacity.
