Full backs pressing full backs. Is it possible?

Mark Specific Player or Mark Specific Position (player instruction). The first one, will "follow" the opposite player across the field in defensive situation and it's more aggressive (with all cons & pros). Your DR marking their DL will expose you at the back (AML or ML opp. will make a party in your flank), so IDK why you need such a marking situation.

Sometimes with teams like Arsenal, City or Liverpool, in a back 4, the wingers remain pretty central. Then when the ball is moved wide it is seen as a pressing trigger for the fullbacks to apply pressure with the wingers and midfielders blocking off passing lanes

Exactly this. Especially when playing against a 433 or back 5 I’d like full backs to press their full backs whilst my wingers press the cbs (which they already seem to do on fm)
