No, now that the rules are set in real life, they are set the same in the game. Back when what would happen was unknown, then it could go different ways, but not anymore.

Can you put Scotland back in the EU without putting the rest of the UK in?

From my memory of creating a joint Scottish/Irish league a couple of FMs ago (I was recreating a Europe from a Europa Universalis IV map) - Scotland is basically set up as a nation in its own right in the database due to having its own league and separate national team, so I think the component nations of the UK can all be treated independently as regards to EU membership.  Someone better acquainted with the editor may tell you I'm completely mistaken.
