Is there a way to stop the cash influxes, i.e., Sugar Daddies

I want to create a world where football clubs rise and fall due to their sporting merit, not their owners. I want to eliminate sugar daddies and prevent tycoon takeovers. Is there any way to accomplish this?

You can set 'Stop outside ownership' in the editor for the clubs. You can also set ownership type to a membership club if you want it ran by its members like the german model.
