Approach to sign bug

Everytime a player in EPL has it`s contract expiring I can`t aproach to sign him ,but other teams from other leagues, can, why is that?

And one more thing, they are asking for the player 18.5mil, I offer 18.5 than they ask 30mil where is the logic?

First one is simply how the rules are.

second one is because of chelseas rivalry with leicester as described in your screenshot
