I don't know what the number means that SI provides us in the editor. They probably take a few things into account like recent performances, nation's reputation, continental performance and financials.

There are various ideas how reputation should be calculated, so feel free to think about it. Just take in mind that the performance in continental cups and national competition are part of what changes the reputation, so if you want to change team reps, you might also want to look at competition reputations.
