FM23 Editor error message showing only for advanced rules

I am currently trying to convert a FM22 editor data to work with FM23 and I keep getting this message

What's got me confused is there doesn't seem to be any special rule setup, and when I go to the disciplinary rules for the nation, it's just the default one that the editor generates for you. I know this because I reverted the file back to basic rules, and then converted it back to advanced rules and it still gives me the same error.

I uploaded the file I am specifically trying to get verified and having problems with in case anyone wanted to see the issue for themselves.

If you test your file in game you will probably see it works. A bug has been logged for this error btw.

I got the same errors, but with basic rules.  I wrote about it here:

I was able to hit okay, three times (once for each special league), and it ran with no problems.
