Staff influenced players

Why on fmm21 amd fmm22 , staff doesn't have any impact, looks like always empty.. no players influenced..

Even when pop up players, that players just from reserve team / backup players..

 

I remember on fmm19 or 20,  you just fixed this staff things, after you fixed it, staff have influence players, and the first team players have pop up too, and players who pop up on staff influence player list, can improve significantly..
