fm world cup expanded to 64 teams

I am thinking of making a world cup of 64 teams, 8 groups 

but how to do it so that before the qualifications they choose the country where the world cup will be played

I also have a country, when I do the qualifications, even the worst countries don't play the qualification

how do I do this ?
