Attendances?

I'd like to keep Qatari clubs' attendances low, as they tend to improve over a few seasons to recognize what the game thinks is a high-rep league with high-rep players (which it is, it's just that nobody goes),

This doesn't seem limited by max attendance or passion/loyalty in "supporter profile". Do other factors weigh in here? Are "game importance" and "developed state" only relevant to youth intakes?

There should be a general ‘football interest’ variable that can be set. Not sure which combination could be set.

I assume you already set the club attendances at low volumes and the game ‘fixes’ that?

Over a couple of seasons, yeah, they'll even exceed their maximum attendance. It might be a byproduct of the team/league rep and the team winning stuff, maybe not much we can do
