Can't find enough teams to be created

I have tried to accept backup teams, sort them into a lower league region divison, call them from there.

Whatever I try it doesnt work. 
It's supposed to have 24 in Leinster Challenge
24 in Ulster
and 8 in Connacht and Munster
but it never finds them, I have checked through the other forums and theirs seems to always be reserve teams in one of those leagues, but this doesn't call from the reserve leagues. I check fixtures and moved them, nothing. 

Please help, if possible I would prefer an explanation rather than just a fixed file but any help is great

I feel the way how editor handle the local region is bugged.

Just to give you some clue, in DB can find 9 teams in Amazon Dara Rannán within Leinster.

But in competition can only get 8.

how would you suggest getting around that then?

In the qualified team list, use get specific team to pick teams one by one.

This is what I'm doing now for the Japan leagues.

I will be very happy to know if there is other easier workaround.

I used get specific team and I am still getting the same error.

Swap em out one by one and see which one is causing the issue
