[FM 21] Wrong region in Asian countries

When doing some edit for Asia Nation Rules, I notice some of the the countries are not correctly group in the regions.

For example, Afghanistan is under South Asian in the game instead of Central Asia, and they are not competing in the CAFA game instead of South Asian game.  

I tried to edit Afghanistan to Central Asia under region, but they are still going to the South Asian competition.

Is it possible for me to edit the International Game rules on what team are in the specific competition?  or is it hardcoded?

Regions don't actually correspond to those competitions in the way you're thinking - those competitions are built with specific teams being pulled, not from a "region" the way that continental comps pull from a "continent". So you'd have to rebuild the CAFA and SAFF competitions to move them over (they haven't played in SAFF since before the 2018 edition but not sure if FM21 was up to date on that)
