How to upload FM2023 logos/faces to Steam Workshop

I'm sorry, I imagine that this has been answered already but I can't find the information. If so please just link to the relevant thread.

When working with the editor data, there's a "upload to Steam" option in the FM2023 Editor, which creates or updates a mod on the Steam Workshop.

But what if I just have a folder of images (club logos) and a config.xml file? I see there's a "Resource Editor" program, but it doesn't have an "upload to Steam Workshop" option. How could I create a mod on Steam Workshop that includes a bunch of images such as a club logos pack?

You could upload a "guide" with all the instructions how to get it, not sure how the mod makers get it on the workshop though
