Signing young south americans for english clubs/work permits

I haven't managed in the Premier League in FM for awhile but one of the fun things I used to do would search through the young talented youngsters in Brasil and Argentina and sign them etc. I just started a save with Everton on FM23 and tried to sign someone and it said the player would not be able to secure a work permit in England. So I didn't sign him.

So... how does one sign youngsters when they won't qualify for work permits? Do I have to wait until they are much older? Do I just not sign them? Do I need to just figure out how to manipulate the rule?

Yup, you can't sign them until they can qualify for a work permit. You can sign them, I think, but can't actually play them. Before Brexit, the way around it is to loan them to a club that can grant them applicable citizenship quickly enough (~3 years), so that they get a UK work permit easier, but I'm not sure you can even do that now.
