Scouting costs in the lower leagues

My scouting costs in the National League South are currently around £20k per month. I am not sure how this breaks down and how to reduce if before it bankrupts me. I have no scouting assignments,, foucus or scouting package, just individually scouting players.

In previous versions I thought you got a warning that you were attempting to scout a player outside of your area that would cost money, and I haven't sanctioned any of these reports.

I have four scouts. Is it possible their wages come out of this? I didn't play FM22 so not sure if this could be a change to the set up then or on this version. I always manage lower league and have never come across such high scouting costs. Perhaps it's more realistic and that's fine, I just need to find a way to stop haemorrhaging money!
