AI team selection based too much on reputation, not form

For years now, I've felt AI team selection (including international management squad selection) is too heavily based on reputation, rather than form.

 

And the same applies to transfers too, i.e. how often do you see a Championship team buy a player who's knocked in 20+ League Two goals in the game?

 

Does anybody else feel the same?
