Edit registration Rules

Hello everyone I’m trying to change the rules of Serie A and other European leauges too but for now focus it only on Serie A.

I do the TV deals and with test everything it's good but started from 2023 and so i change the rules of Salary Cup i made it and the rules of transfer start for 2023 and with the test everything it's good, what this the problem?

I made tra transfer rules this way, A team can offer max 780.000€/pm execept for 2 player where they can offer 1.300.000€/pm and this work very well how rules but i want that from 2023 they only can register a player that respect this value, so if they have  already a player that gain more money of this limit they can't register on the league, there is a way to do it?
