Scouting Budget Help

I currently have £11 million in the bank but can no longer scout anyone as my scouting budget is used up.

I chose to disable first transfer window action so am in March ‘23 having started the game in Jan ‘23. I cannot allocate more money to the scouting budget as I have no transfer budget for this reason.

Seems mad that despite having £11 million sitting there I cannot allocate anymore to scouting - is this all correct?

It sounds correct. You're allocated a scouting budget and you can add to it by using your transfer budget. Since you have 0 transfer budget, there's nothing more to add to the scouting budget. 

Not sure if it'll work, but you could try asking the board for an increased transfer budget.

It's a bit of "financial engineering": transfer funds from payroll budget to transfer budget; then transfer funds from transfer budget to your scouting budget. Tah daaaah...

Further to this, how can you see where you're losing money? I've been losing thousands with Livingston. I've tried changing it so I've taken over scouting assignments and I've stopped my Scouts from scouting, but I'm still losing a lot of money?
