Not getting anywhere near full amount when selling players

It's been happening for a while where I sell players for good sums of money up front but barely any shows up in my balance on the finance screen so I can't avoid going negative by the end of the season because of it has anyone figured this issue out?

For example I sold a player for 37.5 million up front fee and it said on finances I received about 19 million

The Board will normally advise you when setting the budget at the start of the season and also when selling a player, how much of the fee will be available for you.  The % will depend on the overall finances of the club and the stronger they are, the more you will have to spend.

You can see it on the Finances screen. For me it's in the top-right:

 

So, if I sell a player for £3m, I get £3m back to spend.

If it drops to 50%, you get half of that.
