Recruitment Focus: can an analyst be overloaded like the scouts can? Game gives 10 jobs to just one analyst, leaving the others jobless

when I select "ANY" anylyst, the game decided to put 10 jobs on just one analyst leaving all the other analysts jobless.

My question is, can you overload an analyst like you could with the scouts, when they work on too many regions at the same time?

And generally, how can I even tell that a scout or an analyst is working less effective due to an overload? The game doesnt seem to tell you.
For example, if I assign 5 countries to just one scout, how will I know its too much? I mean, I dont know how good the results would have been if he had worked on fewer countries so I dont have any comparison. And, does the size of the country matter?  like Brazil or China being larger than Luxemburg.
