Tournament end in a specific date

There is a famous U20 tournament in Brazil that is played all year between 2 january and 25 de January

Are 128 clubs, the matches are almost between 48 hours difference, in FM2022 I managed to reproduce perfectly, in 2023 even doing everything equal from 2022 it's not happening

Any steps/tips to help me?

(These print about the advanced rulees )are from 2022 version because in the 2023 I just change a lot of things to try to get it...)
