Limiting attendance?

Egyptian league is capping attendance at 6000 this year due to crowd trouble. Up from 3K last year so it might be a gradual increase over the years.

I know we can set a minimum attendance, is there a way to cap it with a maximum attendance for a specific competition? I know we can set "used" capacity, but that doesn't seem ideal. Also occurred to me to give every stadium a capacity of 6K with it set to increase to full capacity next summer, or set 6K seats and make it "all-seater only" for the first season. Those aren't very elegant solutions though, anyone been able to implement something similar?
