Populating just one league with newgens at game start? + Other Advanced Editing Questions

Hi - I'm trying to make a new league to incorporate into the real world, but I'm trying to figure out how to generate newgens for just this league at the start of the game. I figured this was possible as I'm using Gum's USA mod, and the NCAA teams have newgens right away upon game start. I tried reverse engineering this but I just couldn't figure out the option in advanced rules, database edits, or if this is even possible. Would anyone know how to go about this?

While I'm here asking questions, there are a few others I'm trying to figure out:

  • The league I'm making has clubs from outside the competition nation. So their nation is set to be the competition's, but the base nation and continental qualifying nation is set to default. I want the clubs in the league to be able to only hire staff from their base nation - is this possible? I saw that under Competition Rules in Transfer Rules you can add cannot sign foreign staff, but in my testing it's a mixed bag wherein they all sign staff and coaches from the competition nation and base nation alike so it seems to have no effect?
  • I also want to prevent the clubs from buying players, but still have the ability to sell them. Right now my solution is just a really long transfer embargo. Is this the way to go or are there ways to enforce this through advanced rules editing?
  • The idea behind the league is a super developmental (excuse the oxymoron) league, but I noticed there aren't any major clubs in Europe or elsewhere picking these players up. How do I encourage this? I went to the host Nation and updated the Continent Transfer Preference rating to 10 for all continents but I can't seem to notice a difference. Should I bump up the league's reputation?
  • Lastly, is there a way to force teams to sell/release players once they reach a certain age?

I'd appreciate any help! I've played around with the editor for a bit, but this is the first time I've considered sharing the file. For transparency's sake, I didn't start this file all by myself. I had some help but will definitely give full credit if/when I do figure this out and choose to release it or probably just hand it off to him to release it himself. For now, I'm editing it for personal use.

Following.  I also am wondering how I can generate newgens, specifically in my NCAA leagues. I've taken a look at both Gum's and Palk's USA files and I can't figure out what either one of them did to generate them.  Right now, I am showing greyed out players, which is a start, but I want them to be actual newgens.  I did notice that for both files, the NCAA competition level is higher than what I have in my database, but I'm not sure if that makes a difference.

They probably used the default USL2 divisions (formerly PDL - a semipro league mostly filled with college players on their summer break), which is hard-coded to have a batch of local newgens in the first season (so the MLS draft has players in the first year). Those clubs then get randomly assigned players from academy teams (not sure if they've changed this) instead of creating their own newgens from the second season onward
