Spain File Assistance Needed - Advanced Rules

I am creating a file for a two team save with family. I had the file working until a few days ago. Now one of the teams won't verify for the 3rd stage of the Euskal Liga competition, a secondary division. I've spent a ton of hours on it the past few days and just can't find the error. I am sure it has to do with dates as the secondary division draws from french and spanish teams. However, it was working just a few days ago. I didn't change anything that impacted that competition. 

 

Really hoping someone can take a look at this and help me out as I want to get this save started this weekend. I am fairly certain its a scheduling issue as the squad registration rules seem to work on another file I have.
