Different league rules depending on lowest tier enabled

I wanna make different rules for a league depending on the lowest enabled tier. For example, if someone is using my file for Croatian Lower Leagues (9 tiers) and wants to enable highest 4 tiers only (for example) I wanna different rules for that 4th tier.

Why do I want that? Well, because there is a problem in 5th tier with promotion playoff (if 5th tier is not enabled), not enough teams gets promoted and that breaks the file. So I wanna different rules if 5th tier is enable and if it is not.

I know there is an option within Valid Years for something similar and didn't found out yet how to use that option properly. Or does that option even do what I wanna do.
