wage budget question

so, on player profile you see players wage and then what it is after tax deductions.   as an example, player on 350k p/w actually earns 190k p/w..  so, is this actually reflected in the available wage budget? or does it go on the 350k p/w ?  that makes a huge difference..

The budget is based on the 350 p/w amount. That's the amount the club is paying the player.
