FM 24 - Not able to set up short throws attacking third

I read somewhere it was designed this way but surely you should be able to set short throws in the last attacking third to keep possession? Anyone had this issue or if it's an issue ? Thanks

I don't understand what you mean since it gives you two options. One is to work the ball into the box (with this option the throwing will go short) and the second option is long throw
