Troubble attracting young players

I have played for a few seasons now and have discovered something which has drastically changed since earlier versions of the game. 

My strategy has allways been to buy young player (15-18) from Africa, Eastern Europe and the lower ranked countries in South America to my club Vålerenga in the top flight of Norwegian football. 
I do the same thing every year, and attracting the players has never been an issue. Now in FM24 noone seems interested in joining my club even though we compete in European competitions. 

Is this something other people are also experiencing?

I haven't experienced that before in FM24, but it sounds like a reputation matter.

I assume your club has a three star reputation, so as an experiment, you could use the editor to set your rep higher and see what happens then.
