You're expanding the league? In that case you need to tell it to expect more teams to be promoted than relegated (ie. extra teams requested = 1). Flexible\fixed rules doesn't make a difference here.

You need to add some extra promotion places to the 2026 versions of your leagues. The extra lower division teams mentioned above just tells the game to expect more teams to be promoted than relegated and not to throw up an error if that happens, you still need to add the extra promotion/relegation places though. Like this:

The 2027 versions of your leagues need to have 2027 set as their start year. And no end year.

And I'm not sure how important it is, but you could change the Maximum Teams on the Required Teams page to 20 for both leagues.

 

Might be worth double checking the DFB Pokal works as you'd expect too. A lot of the default cup competitions have very complicated team selection procedures and I'm not sure how/if that would be affected by having more teams in the league. So probably worth double checking that all 20 Bundesliga teams continue to play in it for example.
