Recruitment focus setups for lower leagues in my country + nation scouting package. Staff responsibilities setting for myself, so what the hell is this for every week?

If you go to Scouting>>Scouting Centre and then to the drop down menu on the right hand side of the page next to "filter" you'll see that "requested reports" is set to "forward to in box" you'll probably want to change this to "show in scouting centre." Personally, I set all the options in this menu to show in scouting centre.

This is a bug or what? Who's hell is asked them to scouting? And this sh*t is drain my scouting budget

No, those in hungarian second div and u19 and only hungary package is active. 

I gave up, 0 scouting budget before pre-season :))

The default on scouting is to keep all reports up to date, it probably this which is costing all the money
