I think most owners would hesitate to kneecap an already struggling club by outright withdrawing money. But I could see the owners imposing certain limits on a manager like "No contracts worth in excess of X per year" or "Max transfer value of Y" if the club is struggling, so as to limit financial problems in the future if they think they might sack the manager. I am in Italy and sometimes when the team does badly after a certain number of consecutive games, the club sends the players and the coach into a retreat as punishment to 'force' them to concentrate more in the following games.
