set maxinum number of clubs for every nations in competition

I am planning to remove the UEFA club competitions qualifying phase, and replace it with select 32 teams from team pool sorted by reputation, and the team pool will have top 4 clubs per nation. How do I set it up?

What about this, in the main teams list - get teams from team pool, sort by seeding (can't remember if it will be ascending or descending), seed by reputation (I think that's an option?)

In the team pool - set an entry with "best teams in division" (or "get best teams in competition" if you want current standings from a season that hasn't ticked over yet) and maximum teams to 4, with division set to EPL. Repeat for each division you want (all 52 European nations).

This should work by drawing the 4 teams as separate entries each? And then the "get teams from team pool" should sort them all by that seeding by reputation with no regard to nationality. Try it and see
