Set piece list delegation and defending counters

I am struggling to know what set piece delegation means, I have a set piece coach did the initial query for set pieces and set delegation as "I handle set piece tactics", but leave "set piece takes" and "set piece personnel".

As I understand it then, set piece coach takes care of takers and personnel means any other who is no a taker on a list.

And that I would take care of the routines themselves (like who stays back, who goes forth), because during game in dugout get advise that "during free kick attacks we are no having many people defending and leaving us exposed to counter attacks".

Also even if I fully take charge of everything regarding set pieces, a set coach would still be needed for training star assignment, and even in that case if a new player is incorporated to team, or one player leaves, I would need to manually rearrange or update takers or personnel lists in set pieces , is this how the system works ?
