Asking for Youth Level increase instead increases Youth Facilities

Hi,

On my save, asking the board to increase the youth level gets accepted, but upon completion the youth level remains the same, and instead the youth facilities get improved.

Your youth level gets reviewed once per year and depends on things like the standard of your youth facilities and staffing level. When you asked to increase youth level the board increased the facilities because that is what's required for the higher youth level. Make sure your youth team is fully staffed and when the youth level review comes (I think it's at the end of the season but not sure) hopefully your level should increase.
