I don't believe so. There's an option to limit number of non-EU players from abroad per season under transfer rules, so you can kind of replicate it. But it looks like the varying rules based on number of existing non-EU players and selling non-EU players are hardcoded just for Italy. There's a separate "Italian club specific" option under Fixture rules which might do that part, but not sure it'd carry over or not.

At the very least you can do a flat number of non-EU transfers from abroad per season limit though.
