Tournment never finishes and the rules have been verified in advanced editor

There's a file that Dublin Dons have been created and play in the English Premiership but are in the Irish Challenge Cup. The problem is though the Irish Challenge cup never finishes, so no one ever wins the cup.

 

I have attached the file below, could someone please have a look and tell me what the problem is and how I can fix it? Thank you.

Your first mistake was to make minimum teams less than desired places in the rounds. So it was possible to verify but the competition couldnt draw enough teams to make the cup.

It seems that the cup cannot find all 328 teams for the competition.
Why? It seems like II teams or youth teams are in the lower leagues as they often do.
The remedy is as follows:

Now, pardon me I don't have the time to troubleshoot why 2 teams cannot be drawed go the competitions (starting from lowest) and check if they have some other team type and tweak it. Otherwise just redo the rounds to include 326 teams.
