Stadium Built but still searching for site

I have started a save in a lower league club in Portugal. I got promoted every season and got to division 1 and the board decided to build a new stadium (my current one had 1000 seats). They started searching for site for a 9678 seater and meanwhile we rented another stadium. When i checked the board it said the stadium would be fully built in the end of the season. I waited and it did. I've moved there in 2030 and played there for a year. The problem is the board is still looking for a site and I can't expand it. It's been a year since the stadium has been built and 2 since we were looking for a site and it's still there.
Is there any way I can fix it?
