Advanced Rules starting in the following Season

Is anyone able to explain how to have a new set of rules come into effect after your first season in the game?

I have a file where I want to limit non foreign players in the Premier League to 5 per squad. The rules themselves work well when I've tested and not changed the start year. but I want them to take effect from the 24/25 season

I've attempted to change the general rules for the Premier League to

Start Year Offset: 1 (rules didn't take effect)

Year: 2001 (rules didn't take effect)

And if I do England > Fixture Rules > Fixture Rules for Year and try either 2001 or 2024 rules didn't take effect.

Any advice would be greatly appreciated

You can put start/end years on the rules themselves. You shouldn't need to do it anywhere else.

Just go to your new rule and add Start Year: 2024. Then go the rule you want to replace and add End Year: 2023.
