Need to offer full time contracts (League regulations)

I need some advise as I am little bit confused and stuck.

I took over Fuenlabrada mid-season in the Spanish Federation First Division. They were 18th when I took over and we finished 8th in the league. The regulations of the league say that you need to have at least 18 players on full time contracts. (We had 7 on full time contracts, but I can only renew contracts on a PT basis)

Currently the club is semi professional and there is no option for full time contracts when offering. I spoke to the board and they declined to become professional due to insignificant finances.

Players aged 18 or younger do not need to be registered. But that would make this season incredibly difficult if I have to find and put out week after a week a whole team of youngsters.

Has anyone had a similar experience? My stock is quite high so I could potentially find another job but I kinda wanna stick after the progression we made this season
