Despite having scouting budget, finances still take a hit

I'm in a lower league with an "amateur team", finances started at 0, but there is a "scouting budget" to fully cover first package beyond none.

My understanding is that as long as one does not go scouting beyond what the package includes, you could launch "recruitment focuses" within that scouting package and the costs would be covered by the budget, but seems my finances are still drained through "scouting costs" what I am missing here ?

Maybe the person setting the budgets is the issue?

I got it, finally, scouting package and scouting budget only pay to see lists of players, but to scout them you need to pay extra.
