[FM24] Euro 2028 hosted by Britain and Ireland

Euro 2028 is set to take place in the UK and Ireland, but the game still selects from a semi-random list of candidates.

This sets England, Scotland, Wales and Ireland as hosts before going back to the regular rotation. As for Northern Ireland, you can set more than 4 hosts but it seems to break Euro qualifying - I may look at eventually releasing a separate version later where Euro qualifying is adjusted as well, including making the hosts qualify.

Just added Italy and Turkey for 2032 once I realized that was locked in as well

Just added Scotland and Wales once I realized Euro qualifying could in fact handle losing up to 4 teams (plus Russia). Sorry Northern Ireland, although it looks like they might be out of hosting duties anyway. It only shows a max of 3 names under the competition header (likely a holdover of the coding changes for the 2026 World Cup). but the 4th does auto-qualify here as well, and the competition history shows "4 nations"

The game throws up the odd weird choice like Germany or Italy hosting soon after they last did, so here's an alternate version (only use one of this or the main file) where Poland's 2036 bid to go it alone succeeds, then 2040 is hosted by Sweden/Denmark/Norway/Finland and 2044 by Greece/Romania/Bulgaria/Serbia.
