Clubs keep building 100,000+ seater stadiums with 300 average attendance

Been slaving away on a Shetland Islands league and nation database which is my first attempt of any real mass editing, worked my way through a lot of bugs but a new one ive encountered is that within 5 seasons every club will have built a 100,000+ seater stadium. 15 years in all these stadiums are still empty with 800 average league attendance and clubs are still in debt from this stupidity. all the clubs start with a low reputation, low attendances and the cities + local regions they are in have VERY small population numbers set. i have no clue what is triggering this, is this an issue anyone else has seen? any ideas? thanks

That's wild, is there a minimum stadium capacity set by accident somewhere (either in the competition entry itself or in the rules)? Do the clubs have a maximum attendance set?

Yeah, that's a known bug,
