Click on Dynamics on the left and then look for Team Talk Feedback in the top bar.

Mine is next to Team Meeting. It doesn't look like it's a resolution or zoom issue, so I am not sure why it isn't showing. 

Do you have an assistant manager? The feedback is provided by the assistant.

The only other thing that immediately springs to mind is that a custom skin might cause it to not be there? Not sure if you use one or not.

Edit: No idea if this is a thing, but are you in the off-season? If there were no matches yet, that might be why? I'd guess that this is wrong because I'd still expect to see it, just greyed out, but trying to figure out what the issue might be.
