Are transferts/loans for second/u19 team handled by staff broken?

Hi there,

I'm three seasons into a save and I have noticed that my second team doesn't have enough players to fill all positions+ subs. The U19 has enough players thanks to the youth intake but for some positions there are either too many/not enough players.

I don't think that the staff ever signed a player (maybe one or two) and they always tend to refuse loan proposals from the clubs; something is not right there.

The staff is fully populated with scouts etc and I've set responsibilities for staff to handle new signings, players sale and loans. Is the feature broken or am I doing something wrong? Thanks

anyone? I've completed another season and it's getting worse, I currently have 20 players in the second team (with 6,7 players coming from U19 team) and only 8 players in the U19 team.

According to staff responsibilities, the DoF should be handling player signings for the second team and the head of youth development for the U19 team but they aren't buying any players.
